(v) Ratio between career and fixed term appointments

The probationary period for granting or confirming a permanent appointment shall normally not exceed two years, provided that in individual cases the Secretary General may extend the probationary period for not more than one additional year.

In this connection, the Committee notes that occupied posts are filled by staff on short term, fixed term and permanent appointments.

67. The Secretary General is encouraged to consider uniform terms and term limits in his appointments to senior management posts.

(c) In the case of all other staff members, including staff members serving a probationary period for a permanent appointment, the Secretary General may, at any time, terminate the appointment if, in his or her opinion, such action would be in the interest of the United Nations.

70. Also decides that the Assistant Secretary General for Peacebuilding Support shall serve for one fixed term of five years without possibility of renewal

OIOS noted that, in documenting a staff member s separation on retirement, departments were recording the action as a retirement , if the staff member held a permanent appointment on the separation date, or an expiration of appointment if the staff member held a fixed term or other non permanent appointment on that date.

(c) Should serve for one fixed term of five years without possibility of renewal

A staff member who has a temporary appointment for a fixed term that is completed on the expiration date specified in the letter of appointment

(b) The Secretary General may terminate the appointment of a staff member with a fixed term appointment prior to the expiration date for any of the reasons specified in subparagraph (a) above, or for such other reason as may be specified in the letter of appointment

His term of office may be renewed.

Article IX Separation from service

(c) Recalls the practice of appointing the External Auditor for a period of two years and thereafter extending the appointment

The contractual arrangements cover existing appointments, such as short term, temporary, term limited, fixed term short duration, monthly short term, daily short term, special short term and other types of short term appointments, such as appointments of limited duration.

As explained in a prior report of the Secretary General, the evolution that has taken place over the years has blurred the distinction previously made on the basis of the type of appointment (probationary, permanent or indefinite on the one hand, all other appointments on the other).

Their appointment or removal is decided by the Chief Executive. Their term of office shall not extend beyond the expiry of the term of office of the Chief Executive who appoints them.

Women also contribute directly to the family income by undertaking paid work, on either a permanent or a temporary basis.

Documented poor performance would also justify termination of a probationary appointment before the end of the probationary period, as well as a decision not to grant a permanent appointment at the end of the probationary period, at which time the staff member would be separated from service.

Extension of the mandate of the Force.

43. When the performance of a staff member on a fixed term appointment does not reach an acceptable level, the Organization may decide not to renew the appointment.

25. Calls upon the Secretary General to stop immediately the practice of giving personnel on short term appointments consultant contracts for a short period and then rehiring them on short term appointments in violation of the spirit of open and transparent recruiting practices

(xiii) The efforts made by the Secretary General to achieve the level of 70 per cent of permanent appointments in posts subject to geographical distribution

(i) The project personnel are in intermediate term or long term status and reside and serve at a duty station which is outside the home country

It had also introduced a detailed evaluation report for temporary fixed term appointments and for consultants who were hired for longer periods of time.

(xiii) The efforts made by the Secretary General to achieve the level of 70 per cent of permanent appointments in posts subject to geographical distribution

His term of office may be renewed.

V. RATIO BETWEEN CAREER AND FIXED TERM APPOINTMENTS

It will be recalled that in resolution 51 241, the Assembly, having affirmed its role in approving appointments and extension of terms, stated that uniform terms of office of four years, renewable once, should be introduced for the executive heads of programmes, funds and other bodies of the Assembly and the Council.

The statements by delegations had confirmed that they supported the work of her Office and the extension of its mandate, which ended in December 1998.

68. Affirming the role of the General Assembly in approving appointments and extension of terms, uniform terms of office of four years, renewable once, should be introduced for the executive heads of programmes, funds and other bodies of the Assembly and the Economic and Social Council.

In the light of the provisions of the resolution mentioned above, the Secretary General proposes to appoint Inga Britt Ahlenius (Sweden) as Under Secretary General for Internal Oversight Services for one fixed term of five years.

It is anticipated that the mandate will be extended again in 2007.

With the ending of the mandate of the Special Rapporteur, an amount of 49,100 United States of America dollars will be available for other mandates under the category of activities considered to be of a perennial nature.

Acquiring a fixed term appointment

A term of six years would be in the longer term interest of both the Organization and successors to the post.

Decides to continue to suspend the application of the four year maximum limit for appointments of limited duration until 31 December 2006

(iii) A staff member who holds a permanent or indefinite appointment, who holds a fixed term appointment for three years or who has completed three years of continuous service shall be granted sick leave of up to nine months on full salary and nine months on half salary in any period of four consecutive years.

58. The duration of the term or terms of appointment, including the option of a single term, shall be considered before the appointment of the next Secretary General.

Human resources, at least some, must be permanent for purposes of continuity, and not temporary and transient.

The term of office of these Principal Officials cannot extend beyond the expiry of the term of office of the Chief Executive who nominated them for appointment.

(b) The appointment shall be renewed thereafter for additional periods of 12 months unless the Preparatory Commission decides otherwise

It is anticipated that the mandate will be renewed again in 2006.

It also decided that considerations other than the length of service, such as performance, operational realities and post functions, should be taken into account at the threshold of permanency of appointment.
