Most economists failed to foresee the economic dynamics that actually led to the crisis, because they failed to pay enough attention to the rapid increase in US total debt. The Board's deliberations on this item led to the adoption of agreed conclusions in which, inter alia, it welcomed the report by the UNCTAD secretariat as a contribution to the debate on debt sustainability and stressed that debt sustainability analysis should incorporate a comprehensive set of variables, including country specific factors as well as vulnerabilities.

Options for lower debt burdens on Governments of heavily indebted developing countries include debt cancellation and debt swaps for sustainable development.
