(f) Examination and elaboration of procedures for the disclosure of assets and liabilities of public officials

It has the power to act on complaints received about public bodies, including the police and military, as well as private bodies performing public functions and managing public funds or assets.

The Commission for Public Assets was charged with identifying criteria for distributing (or redistributing) public property between different levels of government in accordance with their responsibilities.

The theory, in Europe and elsewhere, was that states could not be impartial owners of industrial assets. Through regulation, public procurement, and hidden subsidies, they would favor their own assets.
